Brian Philbin

Brian, with over 40 years of experience, possesses a diverse blend of expertise in enterprise risk management (ERM), financial management, audit and evaluation, and operations. His career spans both the public and private sectors.

Before retiring from full-time positions in 2022, Brian served as the Chief Audit Executive for the Canada Revenue Agency (CRA) since January 2013 and as the Chief Risk Officer since June 2010. At the CRA, Brian led independent internal audit, program evaluation, and enterprise risk management functions, covering all areas of CRA activities. His responsibilities included providing strategic advice to the leadership team and the Board, as well as supporting major program, function, and change management initiatives within the Agency.

Brian’s also spent 20 years as an executive in the private sector. He held several senior roles, including Treasurer, Chief Financial Officer, Chief Operating Officer, and General Manager, and worked in financial services, technology, transportation, and manufacturing. Prior to joining the CRA, Brian was a management consultant for 6 years, offering a diversified portfolio of services to clients in both the private and public sectors.

His contributions extend beyond practical experience. Brian has co-authored several research papers on ERM, which have been published by prestigious organizations such as the Conference Board of Canada, The Society of Actuaries (USA), and the Organisation for Economic Co-operation and Development (OECD). He has been involved in projects with the International Monetary Fund and the OECD and has provided advisory assistance to public sector organizations across the Americas, the Far East, and Europe.

Brian is a Fellow of the Québec Order of Chartered Professional Accountants (FCPA) and holds a Bachelor of Business Administration degree from l’École des Hautes Études Commerciales de l’Université de Montréal.
