Dr. Qin Dahe, is a distinguished geographer, and an academician of both the Chinese Academy of Sciences (CAS) and the Third World Academy of Sciences (TWAS). He also serves as a member of the Standing Committee of the CPPCC (Chinese Senate), Deputy Director of Population, Resources and Environment Committee of CPPCC. He served as Administrator and Party Secretary of the China Meteorological Administration (CMA), vice chairman of China Association for Science and Technology, Vice President of International Geographical Union (IGU), and co-chair of Intergovernmental Panel on Climate Change (IPCC) Working Group I. Now he still takes charge of multiple positions, including director of the Academic Committee of CAS, director of the Academic Works & Publications Committee of CAS, director of Expert Commission of National Committee for Disaster Reduction, and also member of Scientific Steering Committee of ICSU Future Earth. Academician Qin has long been engaged in the cryosphere and global change research, and achieved number of achievements. He actively promotes the cryospheric science concept to build a theoretical framework of cryospheric science, and found the State Key Laboratory on Cryospheric Science. He was involved in the leadership of the preparation of the Third, Fourth and Fifth Assessment Reports of IPCC, and also the assessment of Chinese climate environment, making significant contributions to deepening the understanding of climate change science. He led the preparation of the "Strategic Research on Development of Chinese meteorological Service", a monumental document that proposed a new concept of "public-, security-, and resources-oriented meteorology", and took the lead in sharing scientific data. He has published more than 400 scientific papers/works. Among the numerous awards and accolades are the 2007 Nobel Peace Prize to recognize his involvement in the leadership of IPCC; the 53rd International Meteorological Organization Prize; the 2013 Volvo Environment Prize and the Second Prize of (China) National Natural Science Award. 秦大河 秦大河,地理学家,中国科学院院士,第三世界科学院院士,十二届全国政协常委、人口资源环境委员会副主任。曾任中国气象局局长、党组书记,中国科协副主席,国际地理联合会副主席,联合国政府间气候变化专门委员会(IPCC)第一工作组联合主席等职。现任中国科学院学术委员会主任、学术与出版工作委员会主任,国家减灾委专家委员会主任,国际科学协会理事会“未来地球计划(Future Earth)” 科学指导委员会委员等。 秦大河院士长期从事冰冻圈与全球变化研究,取得多项创新成果。积极倡导冰冻圈科学概念,构建了冰冻圈科学的理论框架,创建冰冻圈科学国家重点实验室。参与领导联合国政府间气候变化专业委员会(IPCC)第三次、第四次和第五次气候变化评估报告,以及中国气候环境演变评估工作,为深化认识气候变化科学做出重要贡献。主持《中国气象事业发展战略研究》,提出“公共气象、安全气象、资源气象”新理念,从气象数据共享入手率先启动中国科学数据共享。发表论著400余篇(部),参与领导的IPCC工作获诺贝尔和平奖,另曾获国际气象组织奖(IMO)、2013年沃尔沃环境奖、国家自然科学二等奖等。
