Mr. Gao Feng now serves as the special representative on climate change negotiations in Chinese Ministry of Foreign Affairs. In August 1978, he started to study in the Department of International Politics in Peking University, and got his bachelor degree in 1982. After graduation, he continued to pursue a master degree in international law in the China Foreign Affairs University, and graduated in 1985. From September 1995 to September 1996, he studied in University of Nottingham in UK, and achieved the master degree in the international public law. Between 1985 and 1996, he worked in the Department of Treaty and Law in Chinese Ministry of Foreign Affairs, and served successively as the clerk, deputy director and director. In 1996, he served as the Legal Counsellor of China’s Permanent Delegation in the United Nations. In March 2000, he served as the deputy director of Department of Treaty and Law. In August 2005, he went to Bonn, Germany and worked as a D-2 class official in the Secretariat of the United Nations Framework Convention on Climate Change, serving successively as the executive officer and director of the law department. In 2011, he returned to undertake the position of counselor in the Department of Treaty and Law, and was appointed the special representative on climate change negotiations in 2013. 高 风 高风,中国外交部气候变化谈判特别代表。1978年8月进入北京大学国际政治系国际政治专业学习,1982年8月毕业后进入外交学院攻读国际公法硕士学位,1985年获得法学硕士学位。1995年9月至1996 年9月,在英国诺丁汉大学攻读国际公法硕士学位并获法学硕士学位。1985年9月进入外交部条约法律司,至1996年历任科员、副处长、处长。1996年在中国常驻联合国代表团任法律参赞。2000年3月,担任条法司副司长。2005年8月,赴德国波恩联合国气候变化公约秘书处任D-2级官员,先后任执行部官员和法律部主任。2011年回到外交部条法司,任参赞。2013年2月被任命为外交部气候变化谈判特别代表。
