IMF Revenue Administration Expert at The International Monetary Fund
Patrick Faughnan is an Irish national and a member of the International Monetary Fund’s (IMF) Fiscal Affairs Department Panel of External Experts. He is an expert in revenue administration and has assisted tax administrations in many countries since 2017. He specializes in all matters related to compliance, including criminal investigations. Prior to working as an expert for the IMF, he held several senior management roles with Ireland’s Office of the Revenue Commissioners (Tax and Customs office), where he served for 36 years. His most recent role there was as Ireland’s National Head of Audit and Compliance Policy. He is a trained tax auditor, and he also has extensive experience at senior management level in Criminal Investigations and in Customer Service. He was instrumental in the design, implementation and success of Ireland’s 2017 Foreign Income and Assets Disclosure Scheme, in relation to use of offshore assets for tax evasion. He was Ireland’s representative at the OECD in relation to compliance matters. Patrick is a certified Tax Administration Diagnostic Tool (TADAT) assessor.
