Lead Trade and Competition Specialist of the Integration and Trade Sector at the Inter-American Development Bank (IDB) in Washington, D.C. since 2001. He coordinates the work of the Bank in Integration and Trade in the Caribbean, and he leads the technical support for all Latin America and the Caribbean in Competition Policy. He has Doctoral (SJD) degree and a Masters in Law from Georgetown University Law Center, where he also teaches as Adjunct Professor since 2002. Mr. Umana has also worked for INCAE Business School in Central America, for the Government of Costa Rica and various universities, including Universidad de Costa Rica and ULACIT.
